Linoleum cannot bend more than just slightly otherwise the product will snap in half plus the tiles butt up against each other so lippage is a concern. To install carpet tiles you ll need to design the carpet layout make sure the tiles fit then cut and adhere them to the floor. Put a thin layer of half inch plywood on top of it or quarter inch ply as long as you can get a flat surface then you can go ahead and put new carpet over that or whatever you want to do.
